In general, then animals where the males do not have to compete very much with females - particularly with animals that live alone over large territories, such as bears, tigers and such - never had to evolve their junk to do much more than jam it in and drop a load
Compare to animals like - say - horses, who crank out huge gobs of spooge: They live in herds, and the stallions have evolved in this way to ensure that when they drop a load, then it'll be far more likely that they'll be the one to impregnate the mare. Indeed, the horse wang is shaped in such a way as to scoop out jizz already inside the mare (human penises have the same feature...)
basically - the more likely a species is to be promiscuous, the more jizz and fancier schlong-work you can expect.
This is why dogs have their dick-knots - to lock that shit down and ensure that their load gets all the time it needs to do its thing.
Other animals employ a "mating plug" - quite literally cumming so much into the female that a plug is formed, by having their last few drops contain a few enzymes and bio-chemicals that curdles and hardens some of the jizz.
Thus, tigers have smaller schlongs because they never needed anything more than that.

There is also a theory that the females can influence genital size/shape over time with their mating preferences. That is to say (and this is mostly attributed to humans) that if the females prefer a certain size/shape penis, that over thousands of years of evolution, that the species genitals can evolve based on the genetic material of those lines breeding more.
Also, large felines do tend to breed multiple times in a day, so they can make up for that one big blast with lots of smaller ones. The old quantity versus quality argument I suppose.....
