I read that dogs and cats were not canon in the movies, because they're products of Human genética engineering. But frankly I don't think its impossible for them to exist... Canines mate with any other Canines regardless of breed and size. Probability dictates there are chances some breeds came about naturally.
If anything, the plot of this movie might increase those chances.
It's possible that certain animals created a survival relationship between each other. Certain wolves could have agreed to protect sheep in exchange for easy meals. Those same sheep may have agreed to it to help reduce population so it was easier to feed themselves.
The potential for predator/prey politics is too good.

People have done this to themselves in real life all the time. You only have to look at the real world examples of blue blood royalty to find weird deformities like the Hapsburg chin to see how dog and cat breeds might come about in Zootopia. There are tons of examples like that.
There are definitely dogs in Zootopia, at least one Welsh Corgi character. But only in its UK version. It is a newscaster.

After some googling, it looks like all those news articles were wrong about corgi. Actual people from UK reports that they have moose as a newscaster. Sorry for misinforming you

Even if it isn't human meddling, I foresee that the ancient and medieval civilisations where slavery, caste systems and inbreeding could create the domestic breeds through inbreeding and other eugenics programs.
Man, unless dinos or chocobos replace horses and oxens, agriculture and travel would suck in Zootopia's ancient history. Well I guess that's why bunnies have huge numbers really.

Labor animals were making up for our relatively weak bodies. In this universe, there are huge people. Bogo himself is definitely well above the average human body mass. I think Zootopia's people wouldn't have any trouble with agricultural labor. My guess would be their progression would mirror ours, but their social mechanisms, like Labor Laws and other worker protections, would be far more sophisticated than ours at all stages of their history.
I mean, can you imagine a mouse or other small mammal bossing around a buffalo unless said buffalo was completely on board? I mean, unless you've got some mighty fine incentive, you're not making somebody that much bigger than you do anything they don't want.
The entirety of zootopia is fascinating. I keep wondering how exactly such a society manages to sustain itself. And as a thought experiment, could studying it give us insight into how better to improve our own society. We have nowhere near that much diversity, so it'd make sense that if Zootopia could theoretically work, then we could do the same or better.
