Layers are actually pretty dang easy really... I always like to think of them as see-through pieces of paper stacked on top of one another. Then you get a better feel for how different layers interact with one another. I'm working on re-vamping my beginners photoshop coloring tutorial, perhaps it'll help you out a bit in any digital paint program. Even if you can't draw well, you can always practice coloring lineart!
