This is Chara with the destroyed human city behind them.
Chara and Frisk wear slightly different clothes, darker unstriped versions of their shirts. Chara's determination emanates as an aura similar to that of Asriel's rainbow aftershadow.
Chara, in my story, has managed to alloy and weaponize their determination into lethal objects of their choosing because they no longer have their Locket and Real knife. Chara here wields Trident Daggers, the one on the right is open. When the daggers are opened, they reveal the Delta Rune.

Then 'Insert something here' decided to capture Chara via 'Some ridiculous something here' and experiment on them...
Well that would explain the large influx of Organized Crimes then...
