His name is Toffee, from the show Star vs. the Forces of Evil.
He's an incredibly, seductively evil lizard, one of my favorite villains in a long time (the other, goofier villain in the show, Ludo, is incredibly entertaining too)
I was really inspired by the show, which has some really goofy, impressively smooth animation; it was a challenge and a delight to try to be as on model to it as possible. :D
