Sigma is a general, a leader. Effectively manipulating others to her own ends and forming an army, she takes the time to build up resources and mould loyal followers for her coming war. All the while she remains hidden behind everything. Politicians among them, and while one might be able to trace things back to her, the web that she has created unfortunately has many others tangled in it. Even in today's world of superpowers, who would believe that an old psychic is manipulating things in the shadows and planning for war?
She is of course playing the long game, no simple short conflict. Decades of planning, and slowly building up her empire. A long game for a long war. Of which the fallout can only great.
