i think in the past he was never truly in love, so when he hit on girls he wasn't scared or nervous because a rejection wouldn't hurt him. judy is the first person after his mom who is really close to him and really cares, and he's nervous and careful about moving closer because he has a lot to lose
Much as I'd like to see Judy one day be able to have an apartment with Nick that has at least FOUR rooms, those crazy neighbours make me think she should stay in this crazy little (possibly occasionally parasite infested) box for a while longer.
