His race is not something to be taken literally. It is simply the way the people of the land he resides in describe him, due to his human like body type but dog like appearance.

QUICK BACKSTORY: The people who worship Allum think him a god and will do whatever they can to keep him happy. Because of this their real gods grew angry and punished Allum. Taking away his claws so he would be unable to protect himself from attackers. He still has his teeth, but he doesn't use them for fighting. He was also stripped of his ability to talk. He can communicate through grunts and animal like huffs and snorts, as well as writing and drawing. He had the people make him claws so that he might protect himself and fight when needed. He wears these claws on his feet, sometimes his hands when he is not using a bow and arrow.
