A new villain for the Colmaton universe, who will feature in future stories, even if just referenced! Samuel Cortez is the director of CSIS, Canada's primary intelligence agency and the new organization known as the Ministry of Peace and Security, which may have troubling plans for the super population of Canada, among things. Now one can only wonder how the country and the world will deal with a villain in such a special position, especially when he's been getting away with horrible acts for a very long time...
