You really need to stop making characters, abruptly forgetting about them, and then bringing them back.

I fail to see how that's a problem. I've seen this webcomic artist who has a huge list of characters, but only applies them when he had figured out the proper usage and context that complements their purpose. Sometimes, they don't use em for a year, but they never forget. They just wait for the proper moments to make them shine.
