in the Ninjago world, they're people who wore purple tattoos in shape of a snake (or an anaconda), Garmadon (the good man) http://ninjago.wikia.com/wiki/Garmadon was one of them, well, it turns out that the people who wore them found a transformation spell and those who wore the tattoos turn into anthropomorphic snakes called the Anacondrai.
well, in Zoe (in tumblr's) AU, Cole (one of the four mains in Ninjago) wore those tattoos and becomes one of them anyway. I thought that's a cool idea tho!
