It indeed would make the locals upset. It's the symbol of the city.
The tower however does not need repairs. When they started to built it in the past era they didn't realize they were building it on clay terrain, so more or less half-way the completation it began to lean. At first was very minimal, but soon they began to reinforce the terrain itself by injecting concrete under the tower and completed it trying to build less on the leaning side and more on the opposite side. The last flight of stairs for example has two steps fewer on the leaning side.
