I think it is, but aside of my father gifting my mother a set of flowers I never had any closer contact to this event.
Those times I tried, it ended with a bloody nose for me, so I came to the conclusion that gifitng a valentine to a person you admired or liked very much or even loved, without being officielly engaged with, is a total no-go.
