Get some Deoxit. Trust me it helps. Use it on all mechanical/electrical contacts and pots.

The problem was traced to a dead -12 volt supply rail. Now things are working correctly. But I will go through and clean all the contacts.
I'm actually picking up another machine today that is infamous for having bad connectors and IC sockets, so I will have to clean all that as well.

The electrolytics in something that old almost always need to be replaced with new parts. Same with the paper capacitors which start to break down. Then all resistors should be checked to make sure they are within spec. I'm assuming it's a vacuum tube unit. All tubes should be checked as well.
Tube testers are a good reference, but they can't always be taken seriously. After all, they are only as good as their own components and calibration. Substitution is the best way to test tubes. Take one out and replace it with a different one of the same type until you find the one that works the best.
