The powers, man! Anyone can look like that with enough Industrial Light and Magic.

As for the powers, all epic archetypes are linked to the game's story, so they already effectively have story baggage starting out- She essentially got her powers the same way every other Peacebringer did- a Khelidian (An energy being from another galaxy) offered a symbiotic relationship with a human: In exchange for the human gaining great power, the Kheldian gained a physical body and Longevity (Kheldians inside humans effectivelly don't age- outside of humans, they die in about a decade.) The story's a bit more complex, but that's the gist.

Well, technically, its not mine- I designed the character, but I used the City of Heroes character creation system to do it.

And know what Reboot is? Hell, I grew up watching that show. Pissed me off that I had to wait years to see the last season.
