For those wondering what the heck this is, here's the bio for Wally on the LISA wiki,

"What could've been a former mascot-wearing employee, Wally is now a tortured, mutilated man begging for death and acting as the God of a small village, bestowing meals whenever requested by the voicebox."

The "Hahaha" because he has a static distorted ear piercing laugh which is actually sampled from Goose's laugh from the movie Top Gun.

He's the stuff of nightmares if you played the game.
