As it is, we don't know much about the other breeds of Kahjiit (other than the Suthay), the reason being that they rarely leave their homeland or Valenwood. I headcanon that they ALL have the same level of intelligence, and with the exception of the Alfiq (its specifically stated that they can't speak), they can all speak.
My pretty battlemage here is the result of asking "How much would it suck for a more bizarre breed of Khajiit to try to survive in Skyrim" The answer? It sucks a lot.
