I like the basic structure, but there are just a few things that need refinement. I know that working this small is really hard at first, but that just means putting detail in is more meticulous than usual.
Remember your light source. Where is the light coming from? Know this, and the picture will be all the more 3D. At the moment, there's elements of pillow shading, which kills the depth of the picture. I did some basic shading on his belly and wings to demonstrate.
If it's okay, I managed to do some rudimentary claws, too, showing that even tiny details can show up on pixelart.
Finally, your colours might need a little bit of tweaking. I'm getting a very default MSPaint hue feel on Odendo's scales. How did you mix the colours? What's the palette that you used?
For small images like this, it's best to keep to 16 colours, maximum. Pre mix your palette before you begin, so that you have a good idea the contrast and variation in your colours.
Other than that, it's really great. I wanna see the Dendy do more pixel art!

Thanks a lot for your input! About how long I've been pixelarting, this is my first that isn't just an icon of a head or something. : B
I might have to borrow some of those additions, like the claws- I kinda just made the left (viewer's right) one closed, while the other is slightly open, but facing away. The ones you added are a much better pose!
About the light, it's coming from the upper right. I like your shading, but what kind of shading would be needed to give the bellyscales a more convex look, like they're pushing outward?
