It somehow looks like it belongs to a water seal. Aqua something. That's all I got. ^^;

With all the waves moving away of the center, I'd guess its power could be dissolving something. For example, dissolving small objects into an almost invisible mist around the carrier of the seal, and solidify them back if wanted. It could be pretty handy for transporting some objects in a night-undetectable and weightless manner, and then pull them back "from thin air" when the situation requires it.

Hmmm, I see flames when I look at this.
The things on the outside of the ring look like they're getting weaker/less. So making a Destruction charm?
