Venus de Milo from the show Ninja Turtles: The Next Mutation.

To be honest, I don't actually like this character all that much, because I don't like the way to show made her turn out. But I think the character could have been good if they would have put more effort into her and made her more balanced. Of course the show as a whole wasn't good, so even a better portrayal of her couldn't have saved that show.
