Not to sound rude or anything, but I think in this case, the hard edges in the eye actually work against this drawing in this case.
However the rest of it is absolutely stunning, buddy! The fuzzy effect shows a mixture of motion, and the fact that this is taking place underwater,
your eyes drawn toward the light from above, and the shine of lanturn's glowing parts..!

Not sure if this will work as well as I'd think, but you can keep the eye as is, but draw it a little bit bigger than you would usually do it!
Then use a large soft eraser brush to sorta gently trim around the edges~
Obviously have the eye on a separate layer as to avoid erasing other things..!
