Cecaelia, or Sea Witches, as they are more often called, get a bad wrap in my opinion. Ursula from Little Mermaid (and her sister from the sequel?) are pretty much the only versions I can think of, which is too bad, because they can be pretty cool, at least as some art I've seen of them. Decided to rectify this by making Sailor Neptune one. Seemed to fit well for her.
