Yeah, that's Lucy when she starts wearing a skirt in season 6 or so. Before that she wore pants and her hair in a ponytail. I do like that they definitely have a sibling resemblance. ;)
Sayenne used to be human, but her body died, so she had to borrow the closest unused one, which at the time happened to be a brown bat girl named Ronnie.

Well, what made Lucy change so much was after her abduction in season 5. When she returned she changed her hair and her clothing to be more feminine as it made her feel safer. She was brainwashed and messed with during her year long absence from the series, and that made her feel better.
Sayenne originally was a brown haired human, but of course a big arc during the last two seasons of the show is her learning to use her new body, and running into Ronnie's father, who doesn't know his daughter is 'dead'.
