hocolate is not a problem for dogs because they wouldn't be able to digest it. The problem is that cocoa contains large concentrations of the toxic substance Theobromine.
Theobromine is not very problematic to humans (and also rats), due to their high tolerance of it. Dogs (and even more cats), however, have trouble breaking it down, and can be poisoned by it far quicker.
Although feeding an average size dog a couple of chocolate chip cookies would likely not cause any observable effect due to the low dosage.
And raisins are known to be highly toxic to dogs (over 100+ known fatalities), although the method of poisoning is not well understood, other that it causes kidney failure.
