Have you only used it once? IIRC, the second time onwards you just eat them dry.

I mean you only get one per game, so to use it a second time you have to reload. But yes, I did try twice on my pacifist run (by dying and reloading) and both times it was the entire cook thing anD ONLY HEALED 4HP I heard the heal quantity is random so I'm just unlucky.

If you are in "serious mode" though (as you are during an extermination run) you eat them dry for guaranteed 90 hp.
