This is someone I came up with after I read an old comic. So I guess this a fan character???
(If you know which comic I'm talking about, which I highly doubt.. Ten points or whatever.)
I also got some help from my sis with the face. X3

I do have some lines of dialog for him as well (Hints):
He was looking over a map of the area, his sword is next to the map. He turns to see another.
"...Ah, the archer arrives... Sit...Now, I have heard some story's about your encounter with an enemy. You where watching your target, you were about to eliminate him, but you missed your mark, and he tried to assault you, but you managed escape without a scratch... Is this all true?"
"..Yes."
"...Well then."
He grabs the sword that was near him and almost strikes the archer with it.
"It couldn't be more blatant that that was a lie. Now, you will tell me the honest truth, and if I dare sense any dishonesty or enhancement of it, you do not want to know what happens next..."

After things calm down, and the truth is told, and he talks calmly.
"So... What now?..." The other one asks.
"That all depends.." He holds on to his own tail. "Do you know what this is?"
"...Your tail?..."
"Correct. It's also a symbol, a symbol for life, youth, virility. I'm tired of seeing so much bloodshed, very soon, I will turn 18, and I will grow my second tail, then, I will use my newfound power, to end this war sooner then all of my mortal ability could ever. You may as well stay here until that time comes, I can't have you running away or get any secrets out, plus I know they would just send you out again. I don't need anyone to be senselessly get hurt or mocked. Must I explain more?"
"..No."
"Very well, in the meantime, you can train your ability with that bow."
