Now, this never made it into the Real And For True Canon, but in John M. Ford's How Much For Just The Planet, my personal benchmark for the best TOS novel ever, this actually comes up. Apparently the Organians, if you make an incursion into the Neutral Zone or otherwise mess with Treaty provisions, make everything weaponlike on the ship get too hot to touch and a disembodied voice lectures you about the Treaty provisions. The Organians have some strange ideas about what constitutes a weapon, and one of the characters recalls an incident with someone who was in the head at the time of the lecture.

My benchmark is his other novel, <s>The Final Reflection</s> :D

Also a very, very good novel.
