Shoes for dogs have been made: Both as a fashion accessory (usually for spoiled lapdogs belonging to even more spoiled rich girls) and as functional protection for police and army dogs.
From the picture I've seen, the later even look very similar to human army boots (but dog-sized and shaped), though they are apparently rather uncomfortable for dogs, judging from their reaction when they first get them.
