Not even close! A shotgun blast to the head is always instant death. A laser rifle would need the sniper barrel to even come close to the same damage!
My favourite thing to do in New Vegas? Walk up to Caesar, pull out sawed-off shotgun, unload two shells right into his face for the insta-kill! (Then spend the next 20 minutes desperately trying to not die)

Oh my goodness Caesar totally deserves all of that and more. He's a complete and utter cock. A shame all those people fight you afterwards, but hey... Something about loyalty to their leader or something XD
And this is true. Shotgun at close range is pretty beastly. Checking between the damage between the two, the shotgun is far superior. Though He's gotta be able to actually pull the trigger :p

I tackled Paradise Falls when I was like 3/4's of the way through the game (vanilla, no DLC) and unlocked the power armor training perk so I could FINALLY use those salvaged suits of BoS and Enclave power armor my scientist character dutifully repaired to max. Went in solo with a suit of full armor and a plasma rifle, pretty much had the run of the place.
