Yes!! It's called GraphicsGale, and OMFG it is AMAZING!
The free version will not allow you to save it as a gif, BUT, when you save it as a PNG, it will save the animation as multiple images so you can reconstruct it into a gif. I use Gifmaker.me to put it all back together.
If you want to spend 1900 Yen ($20) for the full version, you'll be able to save them as Gifs and other stuffs.
When you want to save the animation sprite, save it as .gal so you can work back on it later.
When you want them as images, make sure you export them as PNG to your pictures file, NOT the GraphicsGale file!
