Could also be that two of the known sapient races on the planet are anthropods who are most likely the only truely native species if some theories are accurate. So its not like the potential for intellgence on this planet in the species's tree.

Oh man, thanks for helping me realize that yinglet hands making sign language is unexpectedly cute.

Their feet are pretty much the same design as their hands, so theoretically a skillful yinglet could "speak" with their feet as well!
