I think the best stories, and I guess you can consider this event a kind of story, are the ones that don't lay all the rules out with a wall of text at the beginning. They trickle details, plot, mechanics, etc as the story goes. It makes the story easier and more enjoyable to digest. The basic concept is "People get encased in indestructible latex that makes them want to infect others" just like the basic concept of the Matrix (as an example) is the Matrix is a lie. Only later do you get into the nitty gritty about thiny veiled cyber jesus metaphors.
Uhg...bad example, that makes this sound like it'll devolve into rubber jumpers, trenchcoats and gun fights where people are constantly flipping in the air.
