It's both. Ink on paper, scanned, touched and shading added in Photoshop. I did the panels on three standard 8.5 x 11 pieces of paper.
I also made a simple custom brush in Photoshop for when I need to add a few brush strokes and want them to match the rough-lined traditional ink. If I make a mistake or forget to add something I can always fix it in post.
