Sorry to say, but I voted for Mike Jones from Startropics.
Ever since Melee. if there's been a "What character should be added to Smash", I would always say the following 3 characters:
1) Little Mac
2) Metaknight
3) Mike Jones
And whaddya know? Two of the 3 were chosen!
Mike Jones would operate a little bit like Ness/Lucas, in the way that their attacks utilize similar physical weapons. However, Mike uses more than just a yo-yo and baseball bat. The star pitcher utilizes rawhide baseballs, bolas, splitting shurikens, alien lasers, shoes that let him teleport and kick everything on the map for insane damage, a snowman that freezes all enemies on screen and more! He doesn't have the psychic angle the others have, which is why he'd be a bit more gadget-based... kind of a Ness/Lucas and Link/Toon Link hybrid.
And, whaddya know again? This is a Nintendo-owned franchise from the NES! The series is also pretty good (having 2 games), it's a hidden gem on the original Nintendo... one that could use a return to the limelight.

These are all projectiles, which is already covered by Mega Man. And Mega Man's projectiles all have different and more interesting effects/interactions than those things.

Zelda/Sheik. And while it's not teleporting, I'd argue Pikachu's Up+B could count because it's lightning (har har) fast and is more flexible in that it can be vertical AND horizontal.
"kick everything on the map for insane damage"
POW blocks. And it's obvious such an ability is going to be weak if a character is allowed to do so at any time.
"snowman that freezes all enemies on screen"
Freezing is very weak in Smash Brothers. The effect of getting hit by Freezies lasts like two seconds and is even weaker if you're hit by Lucas'/Ness' version of it, which is already hard to land as is.
Now let's get into why Shantae is the perfect candidate. To start off, Shantae already has an advantage over other votes because she's female. Smash's male roster heavily outnumbers females so anyone to boost up the latter is going to get priority. It would be foolish not to assume voters would push this point HARD on Nintendo and the developers. And it's going to hurt to hear this but Startropics has fallen into obscurity. Shantae is a rising starlet and more recognizable thanks in part to her series having multiplatform releases as of late.
Shantae can have varied gameplay. She can potentially have two forms of fighting as her half-genie self and her pirate loadout. One character that could potentially be handled in two drastically different ways is sounds appealing (and adds value as it can seem like you've gotten two characters for one) but when you add extra transformations (plural!) into the mix, you're tossing in everything and the kitchen sink.
Shantae also has a lot of character. She's funny (sometimes a little silly too), upbeat, a bit whimsical, hot blooded, and even a touch alluring from the way she moves while dancing. In other words, there's a lot of room to be expressive as she moves about.
And now I'm kicking myself for not considering this in my vote for her but the Shantae games have incredible soundtracks. Jake Kaufman, a.k.a. virt, has made music for Shantae that would give Sakurai trouble narrowing down to use in Smash because they mostly consist of exciting, upbeat tunes. Okay, the boss theme is a shoe-in for starters. But then which of at least three versions of Burning Town do you use? Oh, you've got to use Dance Through the Danger too. And then where do you go from there? It's going to be hard to choose and that's good problem to have.

I'm not arguing Shantae... I just think Mike would be a cool, surprising addition and another homage to a classic NES franchise that hasn't seen the light of day in decades.
As for his items being "covered" by other characters... sure they are. But can they not be used in different ways? The shuriken he throws late in the game fires out, then splits in two, firing in two different directions (kind of like a T shape), for example. The jet boots he uses to teleport or the snowman ability can be utilized as his final smash, hitting everyone on screen and either doing heavy damage or freezing them in place for a longer than average time (letting Mike go in for the kill). I didn't even mention the magic wand that makes hidden enemies appear (which could easily be turned into an attack). He also has the assets from the game to be implemented as weapons or abilities... enemies, helpers like dolphins... a freaking WHALE that could swallow enemies whole as a final smash... or even using the game's iconic Sub C submarine in some interesting ways...
...heck, there's a lot of awesome things to make a Startropics-themed stage too.
It would just be a cool thing to see. Shantae's awesome too... I'd also consider Shovel Knight, since the Amiibo deal Yacht Club Games did with Nintendo. On top pf that, if Nintendo contacted Konami to bring back Solid Snake, I'd think it's be absolutely amazing to bring Simon Belmont into Smash. That would be insane!

Unless this was recent, I saw nothing on this, and even then they're just out for free advertising. Rare lost all their original staff and has since been a shell of its former glory, that collection they released was basically them killing everything they originally made off for good, even the CEO stated he'll never remake any of the games. Rare will continue making Kinect sports titles.
I suspect she's already in. Think about it, Nintendo asked for proof of interest and got it in the form of a giant, completely filled petition, Shantae is currently at the top of the polls, Matt Bozon went on "top secret business" in Japan not long ago and cryptically tweeted something suggesting Shantae's in, and they just so happened to have released Shantae games in Japan for the first time recently.
