Second, she said already that Nightmare isn't her sister [technically the 'offspring' of her and luna....?]. Nightmare can enter dreams as far as I know.

and third, Celestia has been reincarnated once in this series. If we're going by blood relations, then no she and Luna aren't related anymore, unless there something overruling that.

Remember, this and all the other series here are supposed to be either Silly, heavily non-canon/alternate universe, or a reinterpretation of things that happened in the series. I mean, we've seen stuff from other universes/series in here. Simply said, it's all whatever. The whole thing is already way off canon as is XD

I know that this story is heavily off canon, vav still seems to have a backstory to explain most of those things in clarity, so I figured maybe there would be some thing to explain this as well.
