"Reports of Warner Bros. 'spies' at Confurence 6 out to 'get' fan artists spread rapidly on the Disinformation Stupidhighway and Net-borne fanart all but dried up and FTP sites vanished like startled tube worms. Inspired by this lunacy, I began the 'Identity Crisis' series where you just can't be sure who is who. In other words, perfectly normal furry behavior."

Translated, it was suspected reps from Warners were going to attend the con and look for artists using their characters. And so Bill decided to disguise the characters as each other.
