It's just a retarded level. You can't do it without either a real honest-to-goodness GameGenie, or if you're playing an emulator, you need to input some codes into the built-in Game Genie that comes with it. (pros of emulator Game Genies are that you can enable and disable the codes anytime during the game, AND instead of 3 codes, you can put in as many as you want.)
