I guess is because Otakus are not fan of anthropomorphics characters even if it bring more variety to the world of the story itself, which explain why in DBZ and super and GT there barely any but DB was not just about anthros.

Oh But at least we got the awesome Beerus which I don't know what side he's in
Also its unfair that they make anthropomorphics as bad guys, some are seen in the Dragon Ball GT movie

Bills is neutral, he just do his job but he can be a bit vain like the cat he is.

at least they don't forcefully turn those anthros in a powerful human form like they did with Komamura from Bleach...werewolves are stronger in human form? stupid and pathetic.
