I had this happen once when I was working on a pinewood car WAAAAAY back! And Im pretty sure It happened because I let the first layer get slightly tacky first, and then i added a new layer of a different color, since the second color didnt have a smooth surface to stick too, it formed small pools of color. (thats my theory at least) xD This looks super neat though!
