Well dogs roll around in their own poop, and only get washed a couple of times in their lifetimes.
They aren't like cats, they don't wash themselves well.

I have a Husky and she keeps herself really clean. Its up to the dog owner to keep the dog clean and washed. The con would have never let a dog as dirty as you said dogs are come into the con hall.

Lol they're not going to go around sniffing each dog and asking how many times they bath them. I've had many dogs, german sheps too and Mum rarely baths em.
