Because Sega -w- Joking aside, they got already trouble getting PSO2 over to the States, so remaking a whole game on THAT scale seems a bit much for a company that already said they wanted to pull back into easier development regions for at least now~ But one can hope! StrawHatNO! are making a full LP of the game and those guys are friggin' hillarious, so that might help spread the word and re-ignite some love for it ;w; So yea, high hopes, low expectations, but it would be cooooool! >w< *heavy breathing* c-c
Oh it wouldn't have to be Sega developing it... They could find someone who's good at development and hire them to do it. Heck, we could even ask them just to allow for a company to develop it (so as not to infer on copyrights, like how people have been willing to do full remakes for games but been shot down by the original developers... I'm looking at you SqaureEnix!), and maybe get a Kickstarter/IndieGoGo campaign to show how many people would be interested in said remake and pay for the start of the process.
If they get the license back or someone else gets it that is passionate about it, why not? :) Or hell, the current trend in Japanese directors breaking free and starting up their own works could also lead to a spiritual successor! >W<
