I'm starting to think that the inmates are kept in single cells. This is the only time I recall that the cellblock hallway has more than one inmate, and there's no way the warden would ever allow two inmates of different genders to share a cell.

Yes each inmate (whether male or female) has their own cell. Even though they are stationed in the same block.
