It's basically an art book/guide book detailing the production of Rocko and Camp Lazlo, most of it is screenshots and production art. But it does have some of Joe's own unique sketches of the characters, as well as interviews with some of the production crew and voice actors. It really is a good read, I highly recommend it.
That Dragon Ball book is also good too, it's pretty much a collection of the artwork of the series. The majority of the art comes from the mangas' original 1984-1995 serialization in Weekly Shonen Jump. Also included is all the cover art from the tankobon volumes released at the same time as the Jump run, as well as some exclusive interviews with Akira Toriyama himself.
