Due to mass automatization in Dredds world, nearly all of humanity is unemployed and spends their time with various bizarre and exotic hobbies. EVen so, the Dark Judges hail from another timeline where the Judges system was even more brutal, and they just up and decided that everyone who lived deserved to die because only the living commit crimes.
