Yes his name come from Hannibal Lector.
He's a fleeth like Tweedle, and they're cousins. More details are on DA (it's LONG so I don't really want to write it all again!)
He's creepy and wants to rule his planet, and wants to use his cousin somehow. Only time will tell what use he has for him..
I love his spots and their simplicity. I'll color this when Photoshop stops being a dick because I'm dying to figure out his colors!
He's much older than Tweedle.. In human years, Tweedle would be about 8 and Lector is about 20, maybe 23. They never get much bigger than Tweedle is, though, so it's hard to tell if you're not a member of the species (and even they get confused)
