But here he is with his hair all slicked back and in "Neon War Paint" which he, and quite likely quite a few other Neons wear when going out for a proper 'night out', but mostly for concerts. It would definately glow in the dark and look weird with a group of them running down the street.

Of course that depends on how big the concert is... x3
If we take it that at any one time, half of the crowd are female, 33% of the them are being violent, 33% are drinking and or doing drugs and 33% are doing it...
Out of that last 33%, one third were on their periods, one third just after, and another 3rd were at their peak fertility, due to the seeming lack of protection in Neon "society" and half of that last third got pregnant...
At a concert of 20,000..... possible conceptions run at...
20000 / 50% = 3300
3300 / 33% = 1089
1089 / 33% = 359
359 / 50% = 180
ONE HUNDRED AND EIGHTY BABIES.
