yep! he is a very tall, skinny guy, so it needed to be a tall, skinny dragon. Getting the face to work out in the Disney style was the hardest bit...Jackel and Corpsefairy were easier because, as you noticed, they are closer to stock Disney chars. (the kitty was based a lot on Duchess and Perdy from 101 Dalmations, Jackel was based a lot on Pongo, Perdy and Tramp).
I just asked wikipedia about it. it was released here, but I believe it never was re-relöeased at the cinemas. now that it's restored again maybe they'll bring the DVD out here, too.
hopefully not for the ridiculous prices they charged for featureless DVDs of aeon-old, more-than-once-seen animateds. :P

uh... which movie? I fear the original name eludes me, most movie titles for cinema release are either translated into german, or distorted into something which had nothing to do with the original title... and then there are those who use the english title, and subtitle it with the german translation. :P
