Some of the larger windows were like that: mostly for reinforcement as teens would often jostle or shove into them. The wire helped keep the glass from breaking or shattering and causing damage to nearby students. It saved schools having to replace the glass on a regular basis and liability for potential injuries. The penal look was just a bonus.
And we go through Otter's mind all through the school scenes. You get a bit of backstory on his character, and this group of strips show exactly WHY Otter is so unliked, and why he hates going to school in the first place.

Sad to say, "doing something wrong" can be very subjective. Even if you did all the right things, someone might take offense, and cause the need for safety glass. Thing about safety though is that it usually means a near-equal loss in freedom. Freedom ain't exactly safe, after all.
