I've read that the actual reason for this is because the game has a hidden seed generator or whatever it's called that determines which actions will work each turn. Like if you have a shot that misses and reload the game to try again it will always fail because of the seed generator to prevent people save scumming.
In other words, those percentage chances are lies.

but they are. Seeded randomization is a thing. It's like having your d100 rolled at the start of your turn and apply values as you move through. It's abusable, but actual RNG.
Also, I know longwar has it, but I don't know if it's in vanilla. A second-wave option for randomizing the seed every time the game is loaded. Savescumming actually being a thing that way XD

It was uh... mid tier armor, don't remember the exact one off the top of my head. Skeleton I think. Either way, Bionic soldiers have no arm armor and all wear those kinda dorky pants XD
