While there aren't any fish Pokemon suitable for Fly, I think Buizel would be a good Pokemon to fit him. The colors almost fit him to a T. If the fins on it's arms were brown it'd be practically flawless.
Plus I imagine those little otters can cause quite a stir so his personality fits them well. XD
If he were a Legendary, he'd probably be Keldeo... Or Latios.
The others you chose were pretty good! I have a hard time seeing Stella as a Staryu though. It fits for the animal it's based off of but... I don't know. It doesn't sit well with me. Staryu's can't emote like most Pokes can... I'd have to meditate on that. Though if she were a Legend she'd be either a Jirachi or Latias.
Chuck's, however, fits well. I think Frillish is a good fit for him. It's rounder and not nearly as threatening as a Tentacool. As a Legend... Hm... That's hard. I don't know what he'd be. Reshiram is the Pokemon of Truth more or less but the design does NOT fit Chuck at all... Yeah that's another one I'd have to think about.

*Nods* Yes, Buizel would be a perfect fit. I had the same concerns about Staryu, but couldn't think of a better one so I went with it. Haha and it was Frillish I meant, not Jellicent. I got the two confused :P
